According to an article in Reuters, the management at the Eiffel Tower announced on Friday that the Eiffel Tower would be cutting back on how long the lights sparkle. Since January 2000, the Tower has had the twinkling lights come on every hour on the hour for 10 minutes in the evening. Now they're cutting that back to 5 minutes to drive home the point that it's important to conserve energy for environmental reasons.
"The tower's managers said the measure was mostly symbolic, as the 20,000 flashing light bulbs that produce the twinkling effect consume relatively little energy."
