I cannot add a webresource ?

I have just joined - been reading the site a lot but also wanted to add some of my own eco things.

 

I have tried adding a webresource by pushing the green add item, but it just comes up with a search box, am i missing something here ?

 

Some advice please ? Thank you ;)
