The purpose of the thread is basically to put odds on this legislation becoming law, without becoming completely (not just partially) ineffective. I see it passing the House without too much hassle, given it's already passed a difficult committee. I see it getting stalled in the Senate. Even the most politically savvy folks seem to know for certain if they'll be able to get the necessary 60 votes.
