Mystery EV - I need your help...

These is an Electric 3-wheeled car that lives around the corner from me.  The owner doesn't have a clue what it is or where it came from.  I should know this because I work with a few EV companies but I can't seem to figure it out.  Anyone know what this is?  I do know that the couple that owns it somehow has ties to Japan, if that helps...

 

By the way, that is a "T" on the front and it is surrounded by little stars.  I am trying to get a VIN from them, but in case that doesn't help, I still wanted to see if anyone knew what it was.

the VIN starts with LZXCCNZ.  The problem is that LZ (normally the code for the country of origin) is non-existant.  LA-LO is China, but nothing after O alphabetically exists in the VIN database that I found.

 

But it is a real VIN according to the algorithm...

 

Also, it is a 2007 model (according to the VIN)

 

I found a company (Epower Cars Co.)  that manufactures something that looks exactly like this, they also make a car that looks identical to the Xebra, but still getting nowhere on a contact.  I think this might be the right lead, if I can figure out how to get in touch!

 

The buyer apparently got it in California somewhere from a company that no longer exists.  Hopefully I just solved my own problem!
